Hazel Park, Michigan is a small city – 2.8 sq. miles – with a population just over 16,000. Its low average median household income and high residency turnover rate have contributed to a steady, significant drop in school enrollment.
We met several times with the school district’s administrators to discuss their plans to help reverse the decline; and teachers and other staff members provided honest, objective views on a variety of subjects – key in establishing a communications strategy that would work as intended. In a related move, the district opened enrollment in grades K–12 to qualified students residing in other cities, as well.
Their story and products were strong, yet major hurdles existed in terms of negative image – both perceived and, in some cases, real. To counter these, we immediately set out to define the key messages that needed to be clearly and consistently communicated in all types of media. Creative directions were developed and, combined with key messages, applied to various media: print, web, billboard, display, television and radio ads, etc.
